This section lists the figures within the Spanish government responsible for the country's foreign policy from 1705 to the present.

The position was originally titled 'Secretary of State and of the Office of State' (Spanish: Secretario de Estado y del Despacho de Estado), although it was generally known as Secretary of State or First Secretary of State. Later, it was renamed as Minister of State, and, most recently, Minister of Foreign Affairs. Since 2018, the complete title have been Minister of Foreign Affairs, European Union, and Cooperation.
