The Škoda RegioPanter is a family of single-deck electric multiple units (EMUs) manufactured by Škoda Transportation. The family originated with the Škoda 7Ev, developed for České dráhy, with the first units entering passenger service in 2012. Initially developed for regional services in the Czech Republic, the RegioPanter platform has since been adapted for use in several other European countries, including Slovakia, Latvia, Estonia and Bulgaria.
Most RegioPanter variants have a maximum speed of 160 km/h (99 mph) and are available in different formations and electrical configurations. The family also includes the InterPanter for interregional and long-distance services and battery-electric variants capable of operating on non-electrified sections of railway.

The České dráhy ordered 3 different variants of trainsets in 2011. The first order consisted of 12 units of class 440 (3-car, 241 seats), 3 units of class 640 (3-car, 241 seats) and 4 units of class 650 (2-car, 147 seats). First five units entered service in September 2012. Then came several more orders. Škoda Transportation produced another 46 units of improved class 650 marked 650.2, 60 units of class 640.2 and also four BEMU class 690.2.
